They see the rising costs as a direct result of the insurance companies not having a high degree of competition in the market...at least that's my understanding of it. That's why the Congressional Budget Office estimates that the bill will decrease the deficit over the long term, even though we will be spending more money (through tax credits, and so forth) on health care than we were previously.
